Why does the Google converter give the wrong value of currency? Google is getting its data from a number of providers of financial data reporting the “official” exchange rather than the real or unofficial exchange rate, which in countries with closed economies often is extremely different from the “Official” rate.

You simply need to translate all items of assets and liabilities into the new functional currency using the exchange rate at the date of change.
